El \u00cdndice es \u00fanico en su tipo, ya que utiliza informaci\u00f3n de primera mano para capturar las voces de miles de personas en zonas urbanas y rurales en los 32 estados del pa\u00eds. Este instrumento se construy\u00f3 a partir de una encuesta aplicada a 25,600 ciudadanos (800 en cada estado), de encuestas aplicadas a m\u00e1s de 1,500 abogados y expertos en derecho penal, derecho civil, derecho laboral, y salud p\u00fablica, y de informaci\u00f3n generada por otras instituciones (fuentes terciarias).<\/p>\n<p>El <em>\u00cdndice <\/em>mide el&nbsp;Estado de Derecho por medio de 8 factores:<\/p>\n<p>1) L\u00edmites al Poder Gubernamental<br \/>\n2) Ausencia de Corrupci\u00f3n<br \/>\n3) Gobierno Abierto<br \/>\n4) Derechos Fundamentales<br \/>\n5) Orden y Seguridad<br \/>\n6) Cumplimiento Regulatorio<br \/>\n7) Justicia Civil<br \/>\n8) Justicia Penal.<\/p>\n<p><a href=\"http:\/\/index.worldjusticeproject.mx\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignleft wp-image-806 size-full\" src=\"https:\/\/worldjusticeproject.mx\/wp-content\/uploads\/2018\/10\/frame-interactive-indice_low.jpg\" alt=\"\" width=\"470\" height=\"386\"><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Los resultados muestran que corrupci\u00f3n, seguridad y justicia son los aspectos que requieren atenci\u00f3n urgente.<\/p>\n<p>En su primera edici\u00f3n, el <em>\u00cdndice <\/em>muestra que ninguna entidad se acerca a una calificaci\u00f3n perfecta y que no existen entidades en M\u00e9xico con un desempe\u00f1o sobresaliente con respecto al Estado de Derecho. Las entidades con puntuaciones m\u00e1s altas son Yucat\u00e1n, Aguascalientes y Zacatecas. Por otro lado, Guerrero, Baja California Sur y Estado de M\u00e9xico se encuentran al final de la clasificaci\u00f3n.<\/p>\n<p>A pesar de los bajos puntajes, hay entidades con resultados destacados en ciertos aspectos del Estado de Derecho. Por ejemplo, Yucat\u00e1n destaca en Orden y Seguridad, por sus bajos niveles de homicidios e incidencia criminal, comparado con otros estados. Tambi\u00e9n, Aguascalientes obtiene puntuaciones relativamente altas en derechos fundamentales y Quer\u00e9taro muestra fortalezas en elementos de su sistema de justicia penal y de combate a la corrupci\u00f3n.<\/p>\n<p>Con respecto al tema de Justicia Penal, se muestra que los primeros implementadores del sistema de justicia penal acusatorio muestran mejores resultados en garant\u00edas de los derechos de las v\u00edctimas y respeto al debido proceso legal de los acusados, aunque existen retos importantes en materia de investigaci\u00f3n por parte de polic\u00edas y ministerios p\u00fablicos.<\/p>\n<p>En el aspecto que se refiere a la corrupci\u00f3n, se estim\u00f3 que \u00e9sta ocurre en mayor medida en licitaciones y compras p\u00fablicas, que en actos cotidianos como sobornos a polic\u00edas u otros servidores p\u00fablicos. convertido en una herramienta l\u00edder en el mundo para identificar las fortalezas y debilidades institucionales de cada pa\u00eds y fomentar la toma de decisiones basada en
